This policy analysis examines how expanding prescription drug importation from countries with lower medication costs could reduce pharmaceutical prices in the United States, particularly benefiting vulnerable populations disproportionately affected by high drug costs.

"Many elderly adults are on Medicare, so the uninsured population of elderly people is comparably lower than people under the age of 65. Despite that, elderly populations are more likely to be taking one or more prescription medications and tend to report trouble with prescription affordability."

Key Findings:

  • High prescription drug costs disproportionately affect seniors, low-income individuals, and racial minorities
  • Current importation policies exclude critical medications like insulin and biological products
  • Expanded importation could serve as a bargaining chip in price negotiations
  • Potential benefits include reduced Medicare/Medicaid spending and increased access
