How Prescription Importation Expansion Can Improve Price Negotiation and the Cost of Medication

Policy Analysis | May 7, 2025

Public Health
Policy
Pharmaceutical Policy

This policy analysis examines how expanding prescription drug importation from countries with lower medication costs could reduce pharmaceutical prices in the United States, particularly benefiting vulnerable populations disproportionately affected by high drug costs.

"Many elderly adults are on Medicare, so the uninsured population of elderly people is comparably lower than people under the age of 65. Despite that, elderly populations are more likely to be taking one or more prescription medications and tend to report trouble with prescription affordability."

Download Full Policy Analysis (PDF)

Key Findings:

  • High prescription drug costs disproportionately affect seniors, low-income individuals, and racial minorities
  • Current importation policies exclude critical medications like insulin and biological products
  • Expanded importation could serve as a bargaining chip in price negotiations
  • Potential benefits include reduced Medicare/Medicaid spending and increased access
  • Unintended consequences may include price increases in exporting countries

Workers’ Compensation Data as a Tool for Advancing Public Health

Published: April 3, 2025 Read time: 10 min Data Systems, Occupational Health, Chronic Disease

An analysis of the untapped potential of workers' compensation data for public health surveillance, particularly in identifying and preventing occupational chronic diseases. The article outlines historical successes, systemic data limitations, and a primary recommendation for integrating this data into mainstream health records.

Key Insights:

  • Workers' compensation data has historically identified major occupational health hazards like asbestos-related disease, hearing loss, and carpal tunnel syndrome.
  • A significant limitation is that workers' compensation records are often treated as legal/administrative data rather than health data, preventing integration with public health systems.
  • The primary recommendation is to adopt the CDC's goal of integrating workers' compensation data with electronic medical records to create uniform coding and reporting.
  • Implementation can be pursued at federal or state levels through policy reform, financial incentives, and changing how records are classified.
